CAPACITY BUILDING TRAINING BY MINISTRY OF PUBLIC SERVICE

Kayunga District Technical staff held a training with a team from the Ministry of Public Service (Human Resource, Planning and Development Department). The purpose of the training was to build capacity of the heads of department on their roles and responsibilities in human Resource Planning. Heads of department were encouraged to scan through their departments/Sectors or units, identify capacity gaps and come up with capacity development plans that will be submitted to the Head Human Resource whose role is to merge and consolidate these plans into a Kayunga District Local government Capacity building plan. The CAO welcomed the team and thanked them for the training. He highlighted the chocking problems the District is faced with which include the rigid customized structure that doesn't promote career progression in some departments such as Education, Natural Resources and community services. The Chief Executive also expounded on the issue of inadequate resources that make it difficult for the district to implement capacity building plans as required for improved service delivery. On this note the CAO observed that members in attendance were exhausted and therefore he declared the meeting closed and also adjourned the senior management meeting that was supposed to take place after the training, to Tuesday next week.
