BUDGET CONFERENCE HELD ON 3/11/2023

Kayunga district convened a budget conference at the district headquarters. The budget theme for  FY 2024/2025 was "full monetization of Uganda’s economy through commercial agriculture, industrialization, expanding and broadening service, digital transformation and market access".

in attendance were area members of parliament from Bbaale and Ntenjeru North, RDC, DISO, district councilors, chairperson LCV , technical staff, NGOS and CBO representatives etc.

The CAO gave highlights on budget priorities which included agricultural production, supporting the u-gift micro scale irrigation program, parish development model implementation, infrastructure development, enforcement of the law on wetlands,  and provision of health, education and safe water.

He further unveiled the total resource envelope for FY 2024/2025 amounting to ugx 44,184,648,882 from all sources.

Central government transfer 39,082,146,882

Local revenue 1,429,326,000

External financing 1,096,249,000 and

other government transfers of

2,576,927,000.

 

He talked about inadequate wages leading to understaffing of workers most especially in the health and education department.

The chief administrative officer   urged political leaders to monitor government programs most especially PDM and also supervise workers on absenteeism and abscondment from duty most especially teachers and health workers.

He told them to protect government land from land grabbers.

Heads of departments presented their planned activities for FY 2024/2025 funded priorities, unfunded and the challenges they face during implementation which cut cross the board including inadequate local government financing, under staffing especially in critical areas of education and health.

Hon Tebandeke Charles requested councilors to consider Bbaale when allocating water sources since it’s a cattle corridor and reminded councilors to always consider equitable resource distribution when budgeting.

hon Tebandeke cautioned the engineer on the quality of construction materials being used since the toilets that were constructed didn't last.

He promised to supervise PDM and punish those misusing the funds and requested centenary bank representative to place a bank at Bbaale constituency.

 

Hon Nsanja Patrick appreciated the services and requested RDC to organize a meeting between the area MPs and the district heads. we need to solve our issues since putting all resources in one constituency is not good. said hon Nsanja.

The chairperson LCV welcomed the guests and highlighted the district achievements and requested a budget be allocated to parish chiefs to buy them laptops and printers to ease their work.

He talked about inadequate desks and toilets in schools and this was to be considered in budgeting.

LCV  further thanked Dr Mugabi for his efforts in making PDM program a success in Kayunga and  urged the youth chairperson to encourage youths to pay back the money they were given.
